RALEIGH, N.C.—The Democratic frontrunners vying for governor agree that the Department of Transportation needs reforms.
Lt. Governor Beverly Perdue’s four-point plan includes:
-ending the transfer of funds from the Highway Trust Fund
-decentralizing the Department of Transportation
-holding contractors accountable to deadlines
-lowering construction costs through better time management
State Treasurer Richard Moore has a three-point plan to ensure transportation dollars are spent wisely:
-take the DOT’s own study and create real accountability within the department based on transparent decisions
-do away with transportation slush funds
-reform the DOT board and make sure appointees get out of political fundraising
