Audit: NC Funeral Board Didn’t Keep Some Minutes

RALEIGH, N.C.  – An audit says the state board that licenses North Carolina funeral home directors and embalmers failed to maintain properly the minutes from the board’s closed sessions.

State Auditor Beth Wood’s office said Tuesday the state Board of Funeral Service acknowledged to auditors that formal minutes of the closed sessions had not been created in recent years. Board staff members also couldn’t locate the notes from those meetings.

North Carolina law requires a public body to keep a “general account” of a closed session.

Board President Larry Andrews said in the audit response the board is taking action to ensure the minutes are completed.

The investigative audit occurred after Wood’s office received a complaint.

Audit Seeks To Explain $138M Error On Health Plan

RALEIGH, N.C.  – A performance audit says North Carolina lawmakers should consider shifting their oversight of the state employee health insurance plan to the executive branch.

The State Auditor’s Office released a report Thursday making the suggestion while explaining how the State Health Plan missed projections by $138 million last year. That turned a $58 million profit into an $80 million loss.

A legislative committee currently provides oversight for the plan. The report said the panel didn’t receive timely information about the trouble.

Auditor Beth Wood’s office also recommended the General Assembly change the law so that the health plan can get more information from vendors. The audit found the plan didn’t have enough data from Blue Cross Blue Shield of North Carolina, which runs its managed care policy.
